Currently the City of Kalispell only issues business licenses for gas fitters. The Building Department is responsible for administering the gas fitters test and issuing licenses and renewals for both businesses and individual gas fitters. To begin the process of applying for a permit online you will first need to apply for a login. Access the website and select "Apply for a Login". Complete the required information and then submit your login request. You will receive an email confirmation once the login is approved and you may then begin to use the online permitting system.
You can now pay for your online permits as part of the online application process. You can either create a PayPal account or use a credit card. Once the permit is submitted to the Kalispell Building Department our Permit Technician will verify the information and payment amount and then issue the permit. If you do not wish to use the online permitting program you can still pay by credit card, mail us a check, or come into our office to pay for your permits, the choice is yours.
When a complaint is brought against someone, the Court sends out a summons to that person which requires them to appear at Court within a certain amount of time. If they appear and plead guilty, you will not have to do anything further. If they plead not guilty, the Court will set a trial date, and the City Attorney's office will send you a subpoena about a month before the date of the trial.
A subpoena is a notice to appear at a trial as a witness. On the day of the trial, come in about 15 minutes early to speak with the Prosecutor. If you like, you can review your witness statement at that time, if you filled one out. When you are called to the stand, tell your story truthfully. You will receive a $10 witness fee for your testimony.

For faster advanced medical care. Most of Kalispell’s firefighters are cross-trained as paramedics and we carry much of the same medical equipment on our fire apparatus as the ambulances. For serious medical calls, the patient will benefit from having the closest available unit respond to initiate care and having the additional personnel to assist with care and preparation for transport saves even more time. In these cases, an engine company is sent with an ambulance so that advanced care (intravenous access, medication administration, cardiac electrical therapy, etc.) can be done promptly resulting in better patient outcomes. Firefighters work a unique schedule consisting of 24-hour shifts and have no allotted meal breaks. They generally combine their own money to supply food for the shift. They do not have the freedom to go anywhere alone, as crew integrity must be maintained to allow the most effective service at the time of an emergency.
Firefighters are often out of their stations for long hours running emergency calls, training, conducting fire inspections, hydrant testing and fulfilling public education requests. They remain available for calls by portable radio and will respond regardless of location or non-emergent status anytime they are outside of the station. Open burning is prohibited at all times in the city. A small recreational warming fire is allowed so long as it does not produce offensive smoke or odor emissions and is contained inside an approved structure and is not within 25 feet of a structure. Kalispell firefighters maintain 20 hours of training per month as a minimum standard. All firefighters are at least EMT-Basic certified, with most being Paramedics; these Emergency Medical Services certifications have additional continuing education requirements. They also conduct “company-level” commercial fire prevention inspections, check and maintain equipment and apparatus, teach fire safety to schools, test hydrants, study, maintain physical condition, conduct station tours, supervise fire drills, and document all fire and Emergency Medical Services calls. No, there are certain charges you must appear for. Most minor traffic tickets are able to be paid for at the window or on-line rather than appearing in front of the Judge.
Kalispell Municipal Court does not have the power to expunge a conviction. The legislature has granted that authority exclusively to District Courts.
If your sentence was deferred at the time it was pronounced AND you have successfully completed all conditions of the sentence, the Court can dismiss the charge and seal your cause number. What that means is that the public does not have access to the details of the conviction and your criminal record will state that the charge has been dismissed.
If you believe you meet both of these conditions, then you should file a Motion to Dismiss with the court.
This request will be denied if the Court finds that you (1) did not complete all conditions of your sentence on time; (2) if you had a new charge during the time the deferred sentence was running or (3) if the time for deferment has not expired.

The Montana Department of Motor Vehicles (DMV) assigns points to convictions for traffic offenses. Municipal Court is required to report all convictions to the DMV. Clerks can provide you with a form to complete, and there is one on-line, which should be brought to the City Attorneys so their office can indicate on the motion whether the continuance is opposed by the prosecution or not. Your motion should indicate how much time in weeks you are asking for and why. The motion should be signed and dated by the defendant and filed with the court.

Please be prepared to show photo ID at the counter. Defendants under the age of 18 must appear with a parent or guardian.
If the judge ordered a Deferred Imposition of Sentence on a traffic violation you will need to contact the court on/after the deferral period. A clerk will be able to grant the deferral if the balance was paid as ordered and there have been no new violations. Within a few business days the state will remove the points associated with the conviction from your driving record. Deferred criminal charges require the defendant or their attorney to request in writing that the deferral be granted. Certain government agencies will still be able to see record of charges but not the general public. The court is of limited jurisdiction and cannot expunge a record but defendants may petition in a District Court to have the physical and electronic record of a conviction destroyed.

All residential users who do not have separately metered sprinkling services will be charged during the months of May, June, July, August, September, and October $1.55 per thousand gallons on the amount of consumption used in excess of the winter average period (November through February).
We attempt to read all water meters monthly. If a reading is unattainable, your usage will be estimated and a note will be sent to the owner requiring our meter techs to maintenance your meter.
Meters are read from left to right, the same as the odometer on an automobile.
Water meters are generally located in the crawlspace or utility room of most older residences. They can also be in the front yard located in a meter pit.
There is a shut-off valve located below your meter (see where is my meter?). If this valve is inoperable the City will need to shut off the service at the curb-valve located at the front of the property so you can repair your shut-off valve. By paying the monthly water service repair fee any leak on your service line between the water main and the curb valve (usually at the property line) will be repaired by the Water Department. All other leaks, except the water meter unless frozen or damaged by the customer, are the responsibility of the property owner.
Hardware stores usually sell pipe insulation that is inexpensive and easy to install. Meters can be protected by wrapping insulation around them. A blanket can be used as a temporary precaution.
As weather conditions change we often must alter our snow-fighting strategy in the midst of the snow removal operations in order to control drifting snow, ice or other special problems. We cannot give you an estimate of when your street will be cleared due to ever-changing weather conditions.
We understand that clearing snow berms is inconvenient and frustrating, but it is unfortunately a byproduct of snow plowing. Snow plows are designed to push snow to the side. It is inevitable for snow to be deposited at the end of driveways and on sidewalks during plowing. To minimize the impact, we recommend piling the snow to the right side of your driveway when facing the street. The plows make four to six passes down a street to clear it curb to curb which may deposit additional snow after you have shoveled. Our drivers plow at low speeds to minimize these issues, but this is an inevitable side effect of plowing which can be exacerbated by higher snowfall amounts and light fluffy snow.
We are sorry that this occasionally happens, but in making as many roads passable to the community as a whole and as quickly as possible, there is no way to avoid it. It is the property owner or occupant’s responsibility to clear the berms from their driveway.
Unfortunately, snow removal services are not available from the City. The City encourages residents to reach out to a family member, friend, neighbor, or a local organization that may be able to help.
When plowing, the snow may end up on the driveway you just shoveled. We apologize for the inconvenience this causes you. If your schedule permits, you may want to wait and clear your driveway after City plows have passed through your street. If it is a significant snowfall, the snowplows will probably be back.
Streets are typically opened with one pass through, so that streets can be made passable for drivers as soon as practical. Snowplows may return to open the street curb-to-curb. This is done to clear areas for on-street parking, where it is permitted, and to allow melting snow to drain into catch basins. We regret that you may find some of this snow on your recently shoveled driveway and you have to shovel it again.
If your driveway is cleared before the street is completed, clear the area to the right of the driveway if you are facing the house, (the oncoming side). When the plow comes by the snow will dump in this clear area instead of your driveway approach. The more snow you clear from this area, the less will be deposited at your driveway entrance.
Residents, businesses, homeowner associations or their snow plowing service are not allowed to plow or shovel snow from their private property, parking areas, driveways or sidewalks into the street. Placing snow in a public street, is a violation of City Code 24-18. Piling or plowing snow into the street creates unsafe situations for drivers, extends the time that snow and ice will remain on the street and adds to the drainage and re-freezing problems in shaded areas.
Alleys are secondary public right-of-ways that are not maintained the same as streets but provide rear driveway access to properties and a corridor for other public utilities and services, such as garbage. The Solid Waste Division, when time allows, will plow the alleys in order for their equipment to service the garbage containers.
It is the property owner’s responsibility to keep the sidewalks adjacent to their property clear of snow and ice per Kalispell Municipal Code 24-17. This City Code applies to all businesses and residents within city limits. Prompt removal of snow and ice keep the sidewalks safe and accessible for pedestrian passage.
The responsibility to keep bike paths clear of snow is addressed in Kalispell Municipal Code 28-03-16 “Sidewalks or bike paths, in instances where a bike path takes the place of a sidewalk along the adjacent street, shall be kept clear of snow, debris, bushes, etc., by the adjacent property owner or by an owners association if one is created for that purpose.”
The residents occupying property near a hydrant are asked to clear snow from the fire hydrants. Consider helping elderly friends, neighbors, or those with medical conditions to keep their fire hydrants clear.
The sidewalks in front of cluster mailboxes are the responsibility of either the homeowners associations or the property owners adjacent to the boxes. The clearing of sidewalks around mailboxes at individual resident properties is the responsibility of the property owner.
If a City snow plow causes lawn damage, please contact the City of Kalispell's Public Works Department at 406-758-7720 on normal business days between 8:00 a.m. and 5:00 p.m. You will be placed on a list for spring cleanup once all the snow is melted.
