Community Development Block Grant 

The Community Development Block Grant (CDBG) program was established by Congress as part of the Housing and Community Development Act of 1974. The US Department of Housing and Urban Development was charged with overseeing administering this program and annually allocates funding to cities, towns and counties. This Act was amended in 1981 to permit states to provide CDBG funds to cities, towns, and counties with a population fewer than 50,000 residents. In partnership with local governments and a host of stakeholders, the Montana Department of Commerce administers CDBG funds on behalf of the State of Montana.

Under the State CDBG Program, states award grants to cities, towns, and counties to develop and preserve decent affordable housing, to provide services to the most vulnerable in our communities, and to create and retain jobs. CDBG provides funding and technical assistance to help local governments plan for future growth and development, develop specific plans for individual projects, and take action to address community needs.

The goal is to help empower local governments and communities across the state by building the capacity, resiliency, and resource base necessary to develop strong, vibrant communities and fund projects that principally benefit Montana’s low- to moderate-income households and individuals.

Community Development Block Grant Community Needs Assessment Public Hearing

The City of Kalispell and Flathead County, will hold this year's Annual Community Development Block Grant Community Needs Assessment Public Hearing

Thursday, November 10, 2022 at 1 p.m.

The purpose of this hearing each year is to obtain the views of community residents, especially low/moderate income residents, regarding community development needs and priorities of the City of Kalispell and Flathead County for economic development, housing and neighborhood revitalization and public facilities. The CDBG program is administered by the State of Montana Department of Commerce and will make available to eligible local governments funding for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications.

The City of Kalispell and Flathead County are eligible to submit an application to the Montana Department of Commerce for a Community Development Block Grant (CDBG) and/or a Montana Home Investment Partnership Program Grant (HOME). These entities along with their project partners wish to obtain public comment on the needs of the community. The purpose of the grant programs and the variety of activities eligible for funding will be fully described. During the public hearing, everyone will be given the opportunity to express their opinions regarding community needs and the type of projects that should be considered. Comments may be given orally at the hearing or by mail to City of Kalispell Development Services, 201 1st Avenue East, Kalispell, Montana 59901 or by email CDBG@kalispell.com before 1:00 p.m. on Thursday, November 10, 2022.

Recommendations will be received and evaluated for this cycle of grant funding. If not successful for this funding cycle, all requests will be placed on a list for future consideration.
