NOTE: THIS POSITION REQUIRES A MINIMUM OF EIGHT (8) YEARS OF PROVEN EXPERIENCE IN RELATED FIELD AS NOTED IN JOB DESCRIPTION.
A. GENERAL PURPOSE
Performs a variety of semi-skilled and skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City water, sewer, street, storm drainage facilities and systems and Solid Waste.
B. SUPERVISION RECEIVED:
Works under the general supervision of Street Dept. Working Foreman.
C. SUPERVISION EXERCISED
None generally.
D. ESSENTIAL DUTIES AND RESPONSIBILITIES
a. Assists with construction and maintenance activities to provide street and alley systems for the city.
b. Determines the locations of gas, telephone, power, television, water and sewer lines from the appropriate sources when necessary.
c. Responds to complaints regarding Solid Waste, street, water and sewer systems; evaluates situation; explains findings to supervisor.
d. Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
e. Drives trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel, sand, asphalt and Solid Waste.
f. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
g. Operates light and medium-sized construction and power equipment, such as mechanized broom, backhoe/loader, grader, roller, sidearm refuse truck, plate compactor, saws, pumps, compressors, truck sanders, generators, plow trucks, common hand and power tools, Shovels wrenches, detection devices, mobile radio, and phone.
h. Performs all duties in conformance to appropriate safety and security standards.
i. Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling. Alley Cleanup and Solid Waste container assembly.
j. Operates a variety of power construction and maintenance equipment used in the water, sewer, traffic signs and signals, Solid Waste, as well as the parks department.
k. Other duties as assigned.

c. Promotes safe work practices and ensures compliance with City safety policies.
d. Assists in the development of operating procedures, policies, rules and regulations.

f. Maintains individual knowledge and skills to be able to carry out all duties of position.
g. Handles other responsibilities and duties as assigned or needed.
E. PERIPHERAL DUTIES
Serves on various crews as assigned including water, sewer, street, solid waste, wastewater, traffic signals or parks.
F. DESIRED MINIMUM QUALIFICATIONS (Education and Experience)
a. Graduation from high school education or GED equivalent, and
b. Eight (8) years proven experience in Street/Road Operations and Maintenance including, but not limited: to operation of large commercial vehicles including dump and solid waste trucks, backhoes, front-end loaders, graders, asphalt pavers and paving, large snow plowing equipment or,
c. Experience in water and sewer system installation and repair or,
d. any equivalent combination of education and experience.
Necessary knowledge, Skills and Abilities:
a. Considerable knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction repair activities and solid waste handling;
b. Skill in operation of some of the listed tools and equipment.
c. Ability to perform heavy manual tasks for extended periods of time; Ability to work safely; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees, other departments and the public; Ability to understand and carry out written and oral instructions.
G. SPECIAL REQUIREMENTS
Valid State Montana Commercial Driver's license or the ability to obtain one within 30 days of hire.
H. TOOLS AND EQUIPMENT USED
Motorized vehicles and equipment, including dump truck, solid waste truck, pickup truck, utility truck, street sweeper, street roller, back hoes, graders, tamper, plate compactor, saws, pumps, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone.

A. GENERAL CLASS DESCRIPTION:
Performs clerical, administrative, and data processing work in the billing of utility and other public services.
B. ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES:
Strong emphasis on excellent customer service skills. Must be able to explain utility billing rates and assist customers. Receives telephone calls and citizen visits concerning utility billings or services; handles questions and matters of a more technical nature; responds to citizen complaints.
Processes meter reading data; prepares and mails utility bills; maintains current customer account files.
Process auto-pay and update.
Pursues collection of delinquent utility accounts, including preparation and mailing of final notices, shut-off and turn-on orders, establishing and monitoring payment schedules, customer follow-up account research, preparing liens and write-offs.
Reconciles cash drawer daily.
Reads computer files or gathers records such as meter books, purchase orders, invoices, work orders, etc. to compile needed data.
Enters information into computer and computes amounts due. Prepares invoices. Maintains sundry accounts receivable, bills invoices, prepares monthly reconciliation of sundries.
May take City mail to the post office, pick up mail and sort.
Posts transactions to accounting records such as work sheet, ledger, or computer files. Reconcile transactions summary to General Ledger.
Processes work orders for utility disconnections, reconnections, new orders, and other public works service requests.
Coordinates utility office operations with other staff.
C. PERIPHERAL DUTIES:
a. Cashier for other revenue such as parking tickets, dog licenses, accident reports, etc.
b. Serves as back-up for some functions of the City Treasurer.
c. Serves as back-up for the Accounts Payable position.
d. May assist with payroll functions.
e. General filing of checks, receipts as needed.
f. Answer and direct City phone.

K. KNOWLEDGE, SKILLS & ABILITIES:
a. Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures;
b. Knowledge of general ledger accounting principles.
c. Knowledge of Microsoft Office including Excel, Word and understanding of accounting software for billing accounts receivable.
d. Skill in operating listed tools and equipment.
e. Ability to perform arithmetic computations accurately and quickly; ability to communicate effectively verbally and in writing; ability to establish successful working relationships; ability to work under pressure and/or frequent interruptions; ability to work with angry or difficult customers.
f. Ability to handle money and be bonded.
